Sudan: Military Conflict Overview
The Core Issue:
Sudan is caught in a devastating civil war (since April 2023) between two military forces:
SAF (Sudanese Armed Forces) — the national army led by General Abdel Fattah al-Burhan
RSF (Rapid Support Forces) — a paramilitary group led by General Mohamed Hamdan Dagalo ("Hemedti"), a former Janjaweed leader
Why the Janjaweed Connection Matters:
The RSF evolved directly from the notorious Janjaweed militias that committed atrocities during the 2000s Darfur genocide. Rather than being dismantled, they were absorbed into this paramilitary force, which now numbers ~100,000 fighters.
Current Status (as of Dec 2025):
RSF controls most of Darfur, much of Kordofan, and border regions with Libya & Egypt
SAF holds the north, east, and Port Sudan (the seat of the international government)
The conflict remains deadlocked but tilting toward RSF dominance in the west
Over 24 million Sudanese face acute food insecurity; 12+ million displaced internally; 3 million fled to neighboring countries
Why Wait Until 2027?
The situation isn't "ripe for resolution" yet. Experts note that meaningful peace requires:
Geo-political alignment between Arab powerbrokers (Saudi Arabia, UAE, Egypt)
Civilian inclusion in any settlement
A credible international mediator with real leverage
A shift in the military balance or agreement on power-sharing
2027 could see potential geopolitical reconfiguration in the Middle East that might reconcile Saudi Arabia & the UAE, opening doors for negotiation.
